Responsible Recruitment Register

The Responsible Recruitment Register lists the publicly available policies of companies or business associations that have partly or fully assimilated the Employer Pays Principle: No worker should pay for a job—the costs of recruitment should be borne by the employer, not by the worker. The Register is intended to increase transparency around companies’ recruitment policies and their commitment to responsible recruitment business practices.

Recruitment fees are costs charged to workers to secure employment. Recruitment is a business cost and should be paid by the business. To learn more, read IHRB’s Briefing on Recruitment Fees. Recruitment fees can result in high levels of debt for workers, and mean they are vulnerable to further forms of exploitation and modern slavery.

The Employer Pays Principle affirms that “No worker should pay for a job. The costs of recruitment should be borne not by the worker but by the employer. The second part of the Employer Pays Principle is important. It makes clear who is responsible for recruitment costs. This is recognised in the register.

The costs of recruitment go beyond a single fee that might be paid to an agent. The ILO definition of recruitment fees is the accepted standard and includes all costs, fees, and charges.

The Register simply provides links to company policies so that stakeholders can ensure companies are accountable for their policy on recruitment fees. It does not assess the effectiveness or implementation of any policy listed.
